- Regularly analyzes the available bids and makes a preselection for the administrator, based on predetermined criteria;
- Participate in the development of public procurement procedures;
- Maintaining the necessary relationships with third-party institutions, such as: electronic signature providers, the SEAP operator, the National Public Procurement Authority;
- Analyzing of the technical requirements of the project;
- Checks the establishment of minimum qualification requirements;
- Analyzes price offers from potential subcontractors and suppliers.
- presents a project to Management with estimated total cost, for approval.
- Checks the establishment of the award criteria;
- Prepares the technical proposal and the Gantt Chart;
- Verify the guarantee request;
- Studying the data sheet and ensuring that all qualification requirements are met;
- Ensures the preparation and maintenance of a database related to the offered projects, the contracted projects as well as the necessary documentation for participating in bids;
- Calculates the price offers, from a technical and financial point of view, based on the requirements of the beneficiaries, with the help of specialized programs or based on an own calculation system depending on the specifics of each bid;
- 5+ years of experience as Tendering Engineer, covering technical and financial offers for bids, ideally for large infrastructure projects (railway, roads, highways, bridges, etc.)
- Advanced PC usage level;
- Knowledge of the Windev program, MS Project (Gantt chart);
- Advanced level English / knowledge of German is an advantage;
- Knowledge of public procurement legislation;
- Basic economic knowledge;
- Advanced technical knowledge necessary for the preparation of the technical proposal and calculation of offers;
- Knowledge of the Electronic Public Procurement System -SICAP;
- Knowledge of AutoCAD;
